Actually, the paragraph in the law book actually allowed Nazi realted symbols from the get go as long it did not glorify facism (basically, if you as a DEV made the Nazis the bad guys, you were fine), was used in a artistic or historic way. It should be allowed now, and in china, they have totally different flags for Japan and stuff. As far as I know it's now allowed in games with historical content.
